Captain Thomas Shine
Captain Shine rose to his present rank on 8/15/05. He oversees the operations and administration divisions within the Department. He oversees the Juvenile Division, emergency management, domestic violence, and is the Right-to Know Coordinator. He also is a DARE officer and a mentor in the grammar schools. He also is in charge of the detective bureau.
